Matter of fact is still that chinese is not a proper post-imp powerhouse of a civ, so they'll always run into troubles when moving forward unless they have got an ally with paladins. If you plan on holding against onager/halb army, you can try using trebs + chuks, it's very hard to move forward with this combination but it should be decent when holding against halberdiers + SO. Make sure you wall and build bombard towers at home to prevrnt a counterattack Onagers are much slower than your army, and with some forward siege you can really ruin his day.

Outside of Black Forest (like on Arena) simply maneuver around the onagers and attack his base. If so, you're gonna have to try cutting through the forest somewhere and raid him. Unfrotauntely, if he sustains onager production, the best you can hope for is a stalemate with this strategy. At that point, you've devolved into a treb war, so have some villagers to repair.

Bombard Towers will keep his onagers from approaching, though, and Chu Ko Nus will shred rams if he tries that against the bombard towers. This is not guaranteed to work either if he has better micro. On maps like that, try making bombard towers to defend, while microing your own inferior onagers to try and take down the opponents. siege onagers, but if the opponent has them too well protected with halbs (especially in chokepoints like BF), this won't work, as I'm sure you've seen.
